Healthy Pennsylvania Comprehensive Plan Public Comment Period

Today, Governor Corbett is releasing a draft application for Healthy Pennsylvania Private Coverage Option and Medicaid Reforms.

As you may remember, an overview of this plan was released in September as part of Governor Corbett’s Healthy Pennsylvania comprehensive plan.  The proposed Healthy Pennsylvania plan focuses on three key priorities:  improving access, ensuring quality and providing affordability.

The Healthy Pennsylvania plan includes a Private Coverage Option and Medicaid reforms that will work to:
1. Increase health care access for more than 500,000 Pennsylvanians;
2. Promote healthy behaviors, improve health outcomes and increase personal responsibility;
3. Ensure that benefits match health care needs; and
4. Implement a strategy for sustainability by aligning the current Medicaid program with private coverage.

As part of the process, a notice regarding the plan will be printed in the Pennsylvania Bulletin and a draft application is being posted at www.dpw.state.pa.us/healthypa.  We hope you will take a few minutes to look at the plan.

Over the next 30 days, the Department of Public Welfare (DPW) will be taking public comments on the plan and holding six public hearings around the commonwealth and two webinars.  Based on the comments DPW receives during the public comment period, they will develop a final application, which will be submitted to the Federal government.

Once the proposal is submitted, the Federal government will ensure all waiver requirements are met and publish the proposal for a 30-day public comment period on the Medicaid.gov website.  Once the federal comment period has ended, DPW will work with the Federal government to have a final plan approved.
