The resource center is open Monday-Friday from 8 a.m. – 5 p.m.

ODP Announcement - Draft Bulletin on Individual Eligibility for Consolidated and P/FDS Waiver Services

This announcement is to announce the availability of the draft Individual Eligibility for Consolidated and Person/Family Directed Support (P/FDS) Waiver Services bulletin and attachments.

Background: Prior to July 1, 2017, the eligibility for the Consolidated and P/FDS Waivers was restricted to people 3 years of age or older with a diagnosis of intellectual disability who met the level of care criteria for an intermediate care facility for individuals with an intellectual disability (ICF/ID). Beginning July 1, 2017, the Department has expanded eligibility in the Consolidated and the P/FDS Waiver to include individuals of any age with an intellectual disability or autism spectrum disorder, and children age 8 and under with a developmental disability diagnosis.  To be eligible for the waivers, individuals with these diagnoses must meet the level of care requirements for either the ICF/ID or intermediate care facilities for persons with other related conditions (ICF/ORC).

Discussion: To provide clarifications related to eligibility for individuals with autism spectrum disorder and children age 8 and under with a developmental disability diagnosis, the Office of Developmental Programs (ODP) is releasing a draft bulletin entitled, Individual Eligibility for Consolidated and Person/Family Directed Support (P/FDS) Waiver Services, for a 30 day public comment period. The draft bulletin includes, as attachments, all accompanying forms, form instructions and correspondence templates.

In the absence of clarification beyond language in the approved Consolidated and P/FDS Waiver, Administratiove Entities and County Programs should implement the draft bulletin (which includes utilizing the attached letters and forms) until a final bulletin is published based on public comment received.

Comments must be received within 30 calendar days after the date of publication of this announcement. That date is August 19, 2017.
